Je známo, že chobotnice nemá centralizovaný nervový systém, její chapadla jsou do jisté míry autonomní. I když centrum ochromíme, chapadla dále bojují a utočí. Ochromíme-li třinácté patro paláce Berlaymont (sídlo EK), neurony v chapadlech (32 tisíc zaměstnanců) budou dál bojovat a útočit.
„Plans to overhaul the EU’s executive arm will be brought forward by the start of next year at the latest, with European Commission President Ursula von der Leyen pushing for a restructure to make its labyrinthine civil service more efficient and cost-effective…The intention is to deliver a ‚modern, efficient public administration to deliver on our political priorities‘, while also being able to handle ‚volatility as the new normal‘ and reduce both complexity ‚and, where possible, costs‘.”

Centrum chobotnice tomu říká „rozsáhlá revize struktury a fungování EK“ (a large-scale review of the Commission’s organisation and operations), zatímco chapadla si to přeložila do srozumitelného jazyka: redukce počtu zaměstnanců. Reakce na sebe nenechala dlouho čekat. Odborová organizace TAO se ohradila:
„According to the TAO, ‚this change cannot come about without discussing with staff to co-build new ways of working‘. The email warns ‚it is impossible to pave the way for a new Commission organization based on simple polls or consultations – we must therefore involve staff through its representative trade unions from the outset.”

Chapadla se ozvala, že se na interních workshopech o rozsáhle revizi setkala s odporem a cynismem kolegů (resistance and cynicism), s problémy vztahů podřízenosti a rigidity (hierarchical and rigidity issues) a se špatnou komunikací a zapojením (poor communication and engagement), umocněnou nedostatkem vedení (lack of leadership).
32 tisíc zaměstnanců je odhodláno bojovat a útočit, i když je třinácté patro prakticky mrtvé.
